Here’s the thing.. You should contact your local Westie club, breeders in your area.. A good breeder will tell you all the things you need to know, what to buy, where to get insurance, where to go for training, what food to feed, how to housetrain and everything else.. Check Westie Rescue in your area, contact the Canadian Kennel Club and ask them for numbers for Rescue in your area.
Edit : Here are the CKC registered Westie breeders of Ontario

Westies require regular brushings and trimmings for proper hygiene. These are not good dogs to have to hang out around the house! They are stubborn insisters of being in charge and you must assert yourself as pack-leader to maintain a healthy household.
Do NOT buy animals because they look cute. Introduce new family members because you understand, and accept them.
Getting a Westie as a show dog, or other investment would justify insurance. No insurance can replace a family member!
