So what you need to do is teach the dog that YOU are in control YOU are the alpha dog. The dog needs to know that you are the one in control. So once that is in consideration to the dog. The dog will listen to you. So watch this video underneath. It is about a dog that jumped on her constantly when it was time to go for a walk. All of my dogs respond to different words, sounds, or hand signals, so if something isn't working switch to something your dog responds to. For "no jumping" I would say "no jumping," "off", or "shame", I would lift the dogs legs off of me, and dance the dog backward. When the dog sits, I would say "good boy" The dog needs to learn what behaviors you allow, and what behaviors you do not allow. Now, if my dog jumped on someone at my house, I would tell that person to use the command, lift the legs off, and dance the dog backward. When the dog sits and can behave, then praise it. Whenever your dog starts to jump on you or others ignore her. Turn the other way around and do not pet her or look at her until she calms down. Let her know her jumping gets her no attention. She should eventually clam down and when she does praise her. If she starts to get excited and jump again continue to ignore her.
